I'll take a guess: Is that the famous bell-tower? The one that lists . . . er, leans?

Well....first off, they're not ships but hulcs. Commom hearldry type.... so of any date post say 1150AD. From the clue, and the garish architecture, most likely the Arsenal in Venice.
