I plan to insatall foam blocks (probably Ethafoam)under the decking of a small dinghy to provide flotation. I plan to use adhesive rather than encasing the foam in plywood. Is this appropriate and if so what type of adhesive should be used.

Hot melt is used in the shipping industry to build up shipping retainers. Epoxy will work fine on the rough (cut) surfaces.

Contact cement (a good one like Pliobond) will also work as long as you place the foam chunk properly the first time - because there isn't going to be a second time. It's used for gluing in ethafoam blocking into composite whitewater boats. If you want something really bombproof, there are two-part contact cements available for working on inflatables (Bostic makes most of them). They are used for gluing the tubes and floors to plywood transoms, RIB fiberglass bottoms, etc. Very strong stuff.
