I am looking at my Hercules K 1950, and am puzzled. Why is there no clear way to remove the metal shroud around the wheel to replace the pulley belt? Am I missing something here? Do I have to pull off the big wheel to replace that belt?

I'm no help whatsoever (though replacing the belt on my CC 283 was a lot of fun), but I was shocked to learn that the source of videos to fix anything did not return any useful results when I searched for "hercules K generator belt replacement". I was shocked... So - once you figure it out, you could make a mint on Youtube!

In a pinch you could try my suggestion. I did wooden runabout restoration for forty years.
Well, the generator is currently off (getting repaired) so the pulley is already off. The belt is still together but worn. I can certainly cut it to remove it. But how do I get the new belt over the pulley behind the crank shaft shroud? The shroud does’t appear to come off.
Does your engine look like this?
If so, the belt should fit around the flywheel, but the starter may have to come out to get the belt past the bendix

Yes...nice image.
There are the four bolts on the flywheel accessing the pull behind. Then there are link belts that can be connected after threading behind an obstruction.
That engine has an adjustment for the belt tension (top bolt):
