The deputies are accused of collectively killing Irvo N. Otieno, 28, by essentially smothering the 6-foot 2-inch, 270-pound man as they attempted to restrain him during the admission process at Central State Hospital. Authorities said he became combative. Hospital security footage captured the incident that occurred late on the afternoon of March 6.
Central State is the mental health hospital in Central Virginia.

So, we have a guy who's got mental health issues and has gone off the deep end.
So you (1) lock him in jail for several days, whilst (2) denying him his meds (that would probably help bring him back to reality). Then you take him to the mental hospital and when he gets combative on you, you asphyxiate him, rather than letting the mental hospital's orderlies — who probably have dealt with out of control guys more than a few times — handle him?
Right.
One might also reasonably ask why it might require 7 sheriff's deputies to transfer 1 prisoner (presumably shackled for transport.)

Simpler is better, except when complicated looks really cool.
A buddy of mine from high school has a son the same age as mine (29). Diagnosed with schizophrenia at 21. Goes through the whole process of improving with meds, don't need my meds, need my meds, don't need my meds... like just about all of those young men do. Culminated with resisting arrest/assaulting a police officer during an arrest for public disturbance while refusing to take his meds, so ends up in jail for 8 months with zero medical treatment. Finally gets committed to the state hospital for inpatient care and is discharged 4 months later doing well, on meds, and actively looking for a job. The justice/public protection system is completely un-equipped to deal with the mentally ill.
Someone explain to me why the police are unwilling to employ experts out side their field like mental health experts who could stop by the jail, have a brief interview with the person, and tell them how to handle it?
Throw them all in a cell for 20 years.
