Are you saying then... that you want painted gunwales and you don't want the top (stepping) surface to be slippery?

I believe you can buy non skid compound and add to any topside paint. In a pinch you can use beach sand, sand blasting compound, crushed walnut shells, glass bead compound.

If you have a gunnel and inwale separated by the frames, the gap will give all the traction you could need. Also, most 'non-skid' deck paints are plenty non-skid without adding grit.
The OP has a power dory with side decks. a cuddy cabin, fore and aft decks. So it's really non skid on decks that he wants.

with the non skid compound from interlux you can add it to any color
SPEND the money on the expensive additive, do not use sand.
to see why, go outside and grind on the concrete sidewalk for a few moments. One will spend more on discs in the near future than what you saved .

It's not hard at all to remove any surface[non skid, epoxy, fiberglass,paint, varnish, with the right abrasive and power tool,I've done it many times.Sanding by hand the old way, on the beach or in the woods, is a different story.I would imagine it would be hard to to grind concrete, never done that, not much on a boat anyway, other than for ballast in bilge, not much need for nonskid there. Nonskid compound from interlux is probably best choice. Anything that dilutes with water I would think isn't good.

You couldn't be more correct!!!! I forgot boat bottoms. Thank goodness for memory loss on that job. Gave up on them as I got older.
Sanding off sand added to paint is tough sledding
