In my basement theres a light switch at the top of the stairs, and a second switch at the outside door. Both control the ceiling lights. How can I add a third switch to control the same set of lights?

You need a 4 way switch. You can google the connection diagram.

It can be done. You simply add a 4-way light switch into the circuit. Googling 4 way light switch will show you the wiring diagram. If you don't understand the drawing, you should hire an electrician.

This was before the internet, and I was never so proud of myself when it worked on the first try.
Never once in 27 years have I used the switch at the bottom of the stairs.
