I looked up Womens American Football, but the trunks they wear are for male titivation more than playing the game. But maybe I was looking at the wrong league?

I too care what happens to women's soccer. However, the linked article says that Visit Saudi will be a sponsor - I presume amongst several - not that they purchased the league. I can see it being viewed as a sell-out politically - especially since SA is so well known for respecting women's rights - but it's not a purchase.

The Saudi female form of clothing is the Abaya which is an all covering cloak, this can be accompanied by the hijab which is a head covering, and also a can be sworn with an additional face covering. The hijab and face covering is worn by tradition in Saudi but is not a legal requirement.
