Practical sailor reviewed a bunch of kids' harnesses. Their take is that, based on the harnesses available, children don't go to sea.

Also, a child's climbing harness might work. Won't have stainless hardware, though, and you'll to get a tether. Probably want a tether with a smooth rounded carabiner so it won't chafe the webbing loops on the harness.
