Simpler is better, except when complicated looks really cool.
I think they should have to wear Hawaiian shirts from the sales rack at West Marine.
Along with recreational sailors, paddlers and power boaters, as well as all gun owners who all tend to kill or injure more people than drone pilots do. It's a pretty slippery slope once you get into it.
Then again, you had better include anybody owning and using a baseball or baseball bat. You get hit in the face with either one during a game and it's likely to leave a serious mark. Slippery slope.

And in two states licensed drivers don’t need insurance to operate their vehicles.
The AMA, Academy of Model Aeronautics is a self-supporting, non-profit organization whose purpose is to promote development of model aviation as a recognized hobby/sport and family recreational activity that is fun and educational.
Insurance is their thing.
