More cat & mouse than actual chase scene, but I nominate Riddle of the Sands movie. I can still remember that German gunboat bearing down on them.

The only chase worse than the Indiana Jones and the Last Crusade boat chase is the Indiana Jones and the Last Crusade motorcycle chase.

The only other boat chase that is that bad would be from this:
