According to the US Department of Education roughly 54% of the US population reads at a 6th grade level. 6th graders are generally 11-12 years old. I don't know that Americans are so much "dumb" as woefully under-educated. Based on the current Republican attacks on the education system I don't know that it is going to get better in the near future.
