    Pic's kinda small to tell much about that item. Can you provide a bigger one or describe it? Dimensions would help a lot!

    Looks like wood, some kind of rail that's designed to leave sections between fasteners that allow hand access or to secure lines?

    Depending on your needs something like that is fairly easy to fashion with tools available to skilled amateur woodworkers. I've made things more complicated than that myself.

    Yeah, handrails, often teak. I usually make my own because the spacing should match the spacing of the deck beams for more secure fastening.

    Yup...handrails (or grabrails if you prefer) are pretty easy to make. If you don't have the requisite tooling they're pretty easy to "farm out". Need a jigsaw and router at the least. A tablesaw is helpful, but not all that necessary.

    I used teak on my last set, but I felt like I needed to have Brinks deliver the lumber. If you can find locust it might work well and be cheaper.

    I'd have made them a bit different.
    Cut an oval slot(s) in the middle of a board - then rip it up the middle.

    I changed mine to stainless. I'm too heavy to rely on wood handrails.
