yes, article 18 prevents anybody convicted of insurrection and rebellion from holding public office or any office of trust.

Then there are two alternatives: criminal conviction, and removal upon impeachment.

My point all along has been, why wait to see what happens with impeachment? Suppose the conviction or acquittal for crime, and the conviction of acquittal upon impeachment, one of each, should occur within a nanosecond of each other. So what? When you have two procedures, you pursue both, not one to the exclusion of the other, or paralyzed entirely by false dichotomy.

My senator's office confirmed, but did nothing, when I wrote and asked why one can run for, get elected president, have access to all the top secret stuff, and NEVER had to pass a background check. Sadly, I don't know of anything he's done to change this.

You can also impeach a former president

In common vernacular ‘impeach’ means to accuse, but in the sense we’re using, it means to remove from office, a very particular legal and political remedy. There’s no point, and no process, for impeaching a former governmental officer. He’s already out of office. Of course he can still be indicted and prosecuted for any criminal misdeeds while in office. He’s not a president; he’s a former president. For all that his actual holding of the office was under a cloud of illegitimacy due to the Russian election tampering.
