With nuclear weapons, any aspiring tin pot dictator with enough cash can develop their own, so we need a strategy that works to deter their use. In that we have been successful for decades. Deterrence, not disinventing.
Fission devices are dirt simple to make: 2 hemispheres of sufficiently fissile material (U-235, P-239, or the equivalent), separated by a wax sheet of sufficient thickness, the whole being surrounded by a shaped charge of high explosive designed to drive the two hemispheres together, displace the wax, and achieve critical mass.
The hard part is creating/obtaining the sufficiency of fissile matter, and machining it. Aside from anything else, it's (1) highly radioactive, and (2) highly toxic.
