Friend of a friend has a boxfull of these but doesn’t know what they are. I was thinking some kind of Simpson strongtie or form bracket.

They look like plank end plates/brackets - to stop planks like scaffold planks or ramps from splitting.

That might be right, but the dimensions seem a little off for that, at least in the US where I think the inside would be closer to 7-1/2”.

Concrete forming hardware. Set on top of the footing and used to control the width of the stem wall at the bottom. Plywood forms go inside the lips.
