Can anyone recommend off-the-shelf or DIY solutions, traditional or modern, for a latch for a boat hatch that can be opened and closed from inside or outside? I can only seem to find solutions that work from one side or the other, not both. Thanks!

Might help if you provide some more context.
FWIW--this common type of deck hatch can often be opened from the outside by stepping on the latch and twisting one's foot.

There are two kinds of boaters: those who have run aground, and those who lie about it.
Thanks, Kevin. Yes, the application here is an access/escape hatch not unlike that one but owner-built. Take a setup like this one (a sketch by Don Elliott of a proposed modification to a Bolger Storm Petrel), what sort of secure latch or latches could you use that would be operable from inside or outside?

I'm assuming it needs to lock from outside to provide security? If so maybe use an inside lock when sleeping aboard.
Fit a hasp and use a padlock on the outside when you leave the boat.

Actually locking is a separate issue, nice to have but not required since, like you said, there are other ways to do that. It’s secure latching but still operable from inside and out that I am looking for. So far the solutions I have found are adapting commercial hatch dogs or trailer flap latches.
