Default Epoxy Clouding, How to fix

The attached photos are my 8 feet sailing dinghy. I took the cover off today and surprise, there was all this clouding. I suspect moisture, but why is almost all of it on one side? I tried wiping it with accetone. Nothing. Didn't change at all. The boat is coated with System 3 Epoxy. Is there any way to fix this, short of sanding it down and re-coating it with epoxy.

Im not seeing any photos, but yes, clouding is usually from water from one sourse or another.
If the cover is recently off, maybe a few days in the sun will fix it, but probably not.
Boat covers should be held "off" the hull. Better yet, keep her under a roof.
