A republican called in and made the argument that Pence did have the authority to not certify, and election boards have the authority to not certify....etc.

I suspect that might be true IF THEY CAN SUBSTANTIATE ACCUSATIONS OF FRAUD.

In the case of the 2020 elections, Trump lawyers took their case to more than 60 courts, but produced NO evidence that there as something wrong with the vote counting/casting.

If one had actual evidence of fraud, I would WANT him to decline to certify anything, but he would NEED EVIDENCE.

So what fraud are you talking about amongst all the possible varieties?

Fraud is not the issue. The issue is the remedy, more particularly, who has what power to implement what remedy, e.g. seizure of ballots and voting machines by the military.

It's widely said, and seems reasonable, that one good thing about the otherwise somewhat chaotic US national election system is its decentralization. That means federal power over state procedures is limited, by design, not through oversight. Doesn't matter what D's or R's say; it's the law, the big one, the Constitution.
