Essentially, because any plan or action suported by Obama is going to be opposed by the Republicans. They've been doing this for quite a while.... it's a 'take no prisoners' attitude, in which even their own proposals will be opposed, if Obama agrees with them.
Best example: the routine filibustering of Obama nominees to various appointed positions.... stretching out the approval process by weeks, and months.... which, after substantial delay, get approved by near-unanimous votes. It's a strategy designed to obstruct and delay ANY legislation or productive actions by Congress, and it will continue until the election... and possibly beyond.
