Can't you delete the photos if they show up when you go to reply?

It will say respond. Just delete the photo under the original message, or C&P the message only and send it new.

I can choose to reply in text, and that seems to solve the problem. I'm wondering if I have a setting somewhere that will delete photos from reply unless I choose otherwise.

Usually replying to any email will not resend the attachments (photos, whatever). Forwarding an email will forward attachments, however.
That said i haven't used Hotmail since the 90's but my kids do and we send mail (some with attachments) back and forth without any issues.

Drop down into the reply area, hit CTRL-A to highlight everything, then hit delete. What is so hard about that?
