Yes, it could be that. Or it could be merely a symptom of efficiency in action. My guess is an explanation would cost more than the check itself. Having someone examine each refund and make a determination regarding its worthiness would certainly cost more. By the way, if you are really interested in reducing waste, you had better cash the check in a timely manner. Otherwise they'll be compelled to send a couple agents out to your house to make sure you're okay.![]()

It shouldn't cost you anything but the gas used and the time spent cashing it. I've received a lot of checks in the past; overpayments etc., the sender just hopes you don't cash it.
