I am trying to find yacht plans by Francis S. Kinney, of Huntington, New

If memory serves, he is the Sparkman & Stevens N.A. who rewrote "Skene's Yacht Design" a few years ago.

You should be able to get his plans through S. & S.

Some of his plans, with tables of offsets, are in his version of "Skene's Yacht Design."
