Do the garboards overlap the hog? Seems to me the lapstrake kit pram I built was like that too and the garboards (didn't even know what they where called back then) did overlap the hog. Standing proud, it would sort of set the stage for the beveling on up around the hull.
Ye pram turned out to be ye garden decoration Some of the planks ended up having only a nodding acquaintence with each other and had vast gaps filled with thickened googe. I think a lot of that was that all the planks where pre-cut and might have changed in Colorado's dry climate. Ignorance would have come into play too.
If WB forum existed 10 years ago, I didn't know about it. This place is like having a fleet of experts willing and ready to offer advice and sage counsel! WB forum is the proximate reason I've decided to tackle the Whilly Boat!
If you don't think for yourself, someone else will do it for you!
