I'd scuff the rustoleum so the new coatings have something to grip onto, and then consider what paint you intend to use. I you can, stick with the same brand of paint, primer and fairing compound.

Fantastic construction and beautiful choice of finish. The fun part of the P14 is they are a dream to row and then set sail when the mood strikes. Huzzah!
