WHAT IS THE BEST WAY TO TURN A BOAT OVER TO WORK ON THE BOTTOM?

Assuming you have something bigger than a dory since that can simply be turned over by a couple of guys..... the best way to turn over a large wood boat is to build a cradle specifically for that purpose. Design research is needed here. The thing to remember is that most boats were never designed to sit on their shear and making the shear take the entire weight of a large boat for even a short time is a good way to get yourself more restoration work. Do the research in boat building books and good luck.

If the boat fits in a shop, and roof is strong rigging and straps can be used with the boat jacked up, you added what ever ropes and straps and run these on pully wheels made for this, or old car wheels made to do this....

if you have a inboard take it out!!!!!first.

Sam Devlin has a very good section on this in his book "Stitch and Glue Boatbuilding". Caution here - Sam's methods refer to a boat under construction, and would need intelligent modification if applied to an existing (completed) boat.

Baddawg......With a boat as small as yours ,flipping it should be easy. As mentioned remove the motor and anything else that will make it lighter. Have a plan for supporting it while it's upsidedown and try to keep it at a height that will be easy to work on. I had a half dozen of my friends with strong backs and weak minds over for pizza and beer. Suckered them into helping me and rewarded them with pizza and beer. It works better if you drink the beer after the boat is flipped. :D
