Above and beyond the borate treatments and other routine hull maintenance, what do you think about using impel rods on the horn timber and deck beams of a wooden boat to keep the dry rot at bay?

Looks like a dumb idea to me. Lots of 100+ year old boats out there without any of that newfangled rot prevention, not that nothing's come along in the last 100 years worthy of consideration. CPES, lots of ventilation, maintain the decks and stay ahead of leaks. Build with decent wood. Rot should not be a problem. Besides, why would you want to go drilling holes in all your timbers to stick those rods in? Not to mention that I seriously doubt that they get much dispersion (yea, I read the ad) across the grain in white oak!
