Complete is right. Written for a wide variety of people who know little of wood and less of boat construction yet it looks like anyone who can read can make any of these boats.
Just the thing for a Peace Corps volunteer from Kansas to direct.

Yes, the design is certainly detailed all right.
To be picky, I think their "mooring bitt" (which is really a cleat) should have longer horns.
And I'm not too stuck on their "emergency sail" either -- a more efficient lug would be no harder to make or rig than the funny-looking thing shown, which I think could only be of any use downwind.
But -- horses for courses, and there's no doubt any klutz should be able to build a reasonable boat from the design.
