I got some duct tape residue on a polycarbonate part and I know that polycarbonate is sensitive to solvents. What solvent is safe to use?

Kerosene. It's used as a lubricant when cutting polycarbonate. Should soften the residue.

Vegetable oil will also work just fine.

WD40
Regular paint thinner.

Recently windows in a Sonata were being replaced, so I put some acetone on one of the old windows to see what would happen. 'Seeing is believing' was just too tempting not to try, contrary to all warnings.

Let me tell you it was not nice. Outside looking in, only looked dull but inside the boat looking out was a finely cracked disaster. I agree with Brian M assessment ... "it looked like shattered safety glass."

Warren.

I discovered to my delight that a fresh piece of duct tape would lift the old goo off. YMMV

"If you can't fix it with duct tape, you're not using enough."

Skin So Soft is my favorite goo remover, and is friendly to almost every material I know, including my hands.
