Land-fill woes that crippled the travel-lift ?

Though it has always crossed my mind if and when travel-lifts give up on a boat....

At my Club the incumbent Nautical Director is vigorously enforcing the "no persons allowed on board while travel-lift is hauling the boat", a regulation that had been forgotten over the years.
