I see some postings that talk about a product called CPES. I am not sure what it is. Can someone help me?

This is a thin "sealer" that is epoxy-related. Used to seal/preserve wood prior to applying epoxy or other coatings. Made by a guy in Calif but also sold under other names. Some folks swear by it, while others may swear at those who use it!

The label says it all... "Use this under paint or varnish to make it stick better." I'll leave it up to you to judge the rest of the claims for yourself. Personally, I recomend it anywhere you've got bare, fresh wood that you're planning to finish with anything but a plain oil finish. I wouldn't count on it to "cure" rot, if you've got it. What specifically do you want to know?
I was asking because my boat has a small soft spot in the wood under the rub rail. I am not looking for a easy short cut to get out of doing a good job however, I am tring to avoid tearing the whole forward deck up.
