From the look of it, a viable option may be to grind the fiberglass so it's smooth, patching where necessary, and paint on the Sani-Tred product described by Joe CSOH in the thread by that name. It will have a look similar to a canvas deck.

Grind, schmind! From the look of it, that glass is getting ready to peel off all on its own. A heat gun and a putty knife will have that up in no time.
Avoid the dust.

Definitely going with the heat gun first. Grinding sounds real scary.
