How can I print out these charts from waypoint (http://www.vsv.cape.com/~harharb/waypoints.html#charts) onto ANSI E, paper (big paper in a plotter) so that the chart fills the paper and the resolution allows me to still read the depths with a magnifying glass?

I am familiar with MrSid files since we use them at work to handle large aerial photo sets in our GIS (Graphic Information System). You will need to find some one with mapping software like ESRI ArcView that supports MrSid files. Some CAD softward also handles MrSid files. I believe the lates version of AutoCad Map may work. There is also an addin for Adobe Photoshop that will let you use the files but I don't know if it will let you print the full map.
