Maybe restoring these areas would be in Irans interest by moving refugees back to Iraq?

I thought Iran was like the former Soviet Union in that they let people in, but not out (except in a pine box).

Scot, I'm not aware of Iranian immigration policies but I suspect if Kurds in Iran see Kurds in Iraq pouring in to escape the Iraqi Army then I would think the Iraninan Kurds would be glad to see them go back.
