Well on way of replacing inner keel. It all out and I'm striping varish from inside of hull. I bleached out some of the black stains on plywood.

But now I found in rising the hull I have many small leaks at transom and lapstrapes detected when spraying hull from inside. Boat leaked at 400gal/hr when first launched after two years of storage, leaked about 100/gal/hr after beeing used 10 times only 3 weeks, trailered inbetween. 95^% of leaks from keel area.

Checked lapstrapes bolts, 6 that I tried can be tighten easily 1/8 to 1/4 turn. Do I retighten the 1500 bolts? By retighting will the bolts break after the hull swells again? Loosen and spread planking one at a time and rebed. Hope CPES when used on inside and out will cure leak? Use caulk on outside of seam before repainting? Any other options?
