Just another political payoff- I feed you, and you vote for me when I send the bus back next year. If the jerk really wanted to do something for the poor he'd send a mental health counselor around or a person who would assess skills for putting them to work.

Certainly he could have derived just as much pleasure form the act of giving ( if thats what he was realy looking for ) by donating anonymously and letting his surrogates hand out the food, but of course as a politician, he had to b e in sight of the cameras.
