Posted this on another thread, but thought I would go ahead and give it its own thread and say thank you to all the advice.
SUCCESS!!!!!
After cat's, retarding the timing, new plugs, new air filter, and 13 bottles of gas line anti-freeze, she was still testing high (about 1900 HC limit of 400). State mechanic did a few turns on the carb and got my HC's down to 181 and my CO's to 3.24% (4% limit).
I can now go get my tags renewed (run out tommorow). Talk about cutting it close. :D

Glad You passed. The down side is that the truck won't run that clean all the time.

The upside Katherine is that it is running cleaner than it was before the test, and I mean way cleaner.

So my sugestion of adding CATs was not to far fetched after all, huh? :D Yep, it's clean, that's a good thing. Has it caused any change in mileage or performance yet?
Haven't had the cat's on long enough to tell. The performance doesn't seem to be affected. The cats really helped a lot (had to have them anyway), but what really helped was leaning the carb out. I'll leave the carb where he sit it and see how it works.
I did have to advance the timing back a little bit. I had it so far retareded that I was beginning to doubt whether it would make to the mechanic with all those hills I had to climb.

Are you planning on keeping the thing now? Around here, cars that are troublesome to get passed get sold as soon as they do (next year's tests come along very quickly).
Matt, I will have to keep it for a while, at least until the financial situation stablizes.

I count it as success. I can get tags for my truck, it runs cleaner, the carb is adjusted correctly, got a new tune up, and I don't have to start walking.
Next year I believe it should pass. The cat's were brand new this year and not even broken in. Once they are broken in they should reduce emissions even more (from what I gathered talking to the state mech.) I would almost be willing to bet that it would pass with regular gas.
Keep in mind I've also had a company truck taken to have emissions testing. It is carbourated and has no Cat's (that year don't require them) and its HC's were 318 which would've passed my truck.
Yes, I count it a success. I am running cleaner now than I was last week.

You can buy alchohol by the gallon, if you need to. The cats shouldn't do much to your milage, they just burn what the engine had already thrown away. Little bit more back pressure is all.

That's what I told you to start with.
It will pass next year as long as you run the crap out of it and don't let it sit for any length of time.
I been going through this for twenty years with Tn. inspections.
I knew it would require a carb adjustment.
You were right Mike, but I did have to have the cat's, no way around it.
Don't worry about it sitting, I drive it everyday.

Excellent! One word of caution though... Running your carb that lean might make you run hot...And I mean hot enough to cause bad things to happen. You might want to richen it up a little bit...
