I downloaded the Chords for "Boats to Build" yesterday. The chords are your pretty basic chords, but it says to put a Capo on the fourth fret. Being as I don't own a capo as of yet, does anyone know an easy way to transpose the chords?

You can play that song in the open position and the only difference will be the key or you can play it in bar chords.

A capo is very inexpensive.

What is the best way to change the "key" you are playing in and how does playing it with bar chords make a difference?

I've been learning the notes on the fifth and sixth string. That is what your power chords and bar chords are based off of and is where they get their name. So to learn the power chord you have to know that an "A" power chord is played in the 7th fret on the sixth string.
