Hi Guys, what's the best glue for plywood on frames,with say a 20min set time with expanding qualities also. Or am I on the wrong track here ? I am building a Hartley TS21.

By expanding qualities do you mean the ability to fill gaps while still providing strength? I'm guessing that is what you mean.
Also, by set time do you really mean that you want the glue to be dry and hard in 20 minutes? If so, if you can find something that sets that quickly you will have almost no time at all to get the joint closed up. So, I am guessing you really mean open time, which means the time between when you spread the glue and when the joint must be closed and clamped, screwed or otherwise held together.
If my guesses above are right, the "standard" solution to your problem would, I think, be epoxy. It is waterproof and gap filling and can have an open time on the order of 20 minutes. Lots and lots plywood boats have been built with epoxy.
