what's the consensus? Is it a civil war, does it matter?

The Pentagon, meanwhile, months ago began reviewing the question of whether the Iraqi conflict could be seen as a civil war. Back in the spring, Army Col. Bill Hix, then the chief of strategy for multinational forces in Iraq, initiated a conversation with two political science professors at Stanford University about applying the civil-war prism to Iraq. The discussion centered on the questions of how, and how quickly, a low-grade civil war can become full-blown. The Stanford duo, James D. Fearon and David D. Laitin, told Hix, who left his position in August, that civil wars have often occurred despite the presence of "foreign stabilization forces," and they encouraged him to look at past civil wars in such oil-rich countries as Algeria, Angola, and Nigeria. "I understand that by your metric, we are already in the midst of a civil war," Hix replied to the professors in a May e-mail, "but for reasons that are both operationally convenient and, I also think, valid ... I disagree."

When freedom fighters are going to schools that are to be used as polling booths for the coming elections and killing the school teachers (seven teachers murdered in one school alone there has been) because the schools are to be used as polling booths ... could one say there is a different type of civil war happening that started a while ago? ... a form of genocide.

When is the US going to supply security for the innocent people of Iraq and stop this civil war from escallating? ... and not just supplying security for the Iraqi Oil Ministry and for themselves in the green zone.

The real criminals are the US Administration who have blood of innocent woman and children on their hands; they are the people who started this civil war.

Send these terrorists to the Hague for their crimes.

Ok Warren, enough! The conditions for civil war existed long before we came along. Choosing to be an insurgent is not something we have made anyone do.

If we had done nothing more than depose Saddam, there would have been a civil war in short order IMO.

It takes a man like Saddam or Tito...told hold a country like theirs together...Those that aren't with the bosses fear the bosses enough to not do a damn'd thing.
When we leave...well...civil war...if it is not already breaking out...will.
Heck we are still in the balkans after what 12 yrs.?
