Unfortunately, this entire thing is going to be blown utterly out of proportion... because North Korea, and it's hereditary leadership, has an INCREDIBLY long history of defaulting on every attempt at negotiation, going back years.

In this case, Kim Jong-Un has been playing chess with a succession of checkers players. He may indeed be an authoritarian dictator, but he's not insane... there's a method to his madness. Flouting his nuclear ambitions plays right into the fears of western civilization... even though he knows that any attempt to preemptively use nuclear weapons would reduce his country to smoking rubble. The point of all this is to generate the kind of nervous upset which lays the groundwork for temporary 'conciliation', where any overtures towards peace talks will result in a relaxation of sanctions....
....he doesn't need nuclear weapons, he needs food and fuel, and it's what he's 'suing' for, by making these overtures.
Too bad that he, and his predecessors, have done this repeatedly.
