That could easily be street legal in most states. See cars of that style often just not quite as sleek but the highboy roadster style is common.

You'd need to drive like a grade-A jackass in order for it to be enforced, but a lot of US states have laws against open wheels. Something like 2" max exposure IIRC from my jeep days.
