Everyone knows that.

Why does congress have to vote each time?

What's FEMA for and how is it funded?

It's for disaster help, but I'm not sure how it's funded. Help for Sandy needed congressional vote. Appears help for Harvey will need congress to vote.

What's FEMA for and how is it funded?

It's funded several ways. It has of course it's own operating budget and funds and it also maintains funds for smaller disasters such as a tornado. Disasters that strike a major part of the country, i.e. Katrina, Sandy are separate line items in their budget.

Note, my daughter works in disaster funding for FEMA Region 6 in Denton.
