Of course; been saying substantially the same for a year. What do you think Trump means when he says "he will give power back to the people", instead of leaving "power" in the hands of his Repug majority in Washington? He'll replace his Repug majority in Congress with Tweets and Exec Orders, so it's just him and his dumb-ass constituents..
