It is my understanding that the biggest problem for California during the Civil War was too much rain. Enough to drown thousands of cows in the valley that includes Sacramento. It rained for hundreds of days.

California could use a bit of that.

IIRC, don't LGAs use one in a hundred year flood lines for development approvals? Someone also calculates one in a thousand year flood stuff too. I remember Sydney Water running out and doing $100 million worth of work to lower their main water storage dam... or something like that.... big new spillway too... because they realised that it couldn't handle a one in a hundred year flood.... or was it a one in a thousand years? Whatever it was, it sure spooked them.

I think they found boulders and flood debris washed up onto ledges well above the level of the dam. It was a while ago.

I've had 48'' in 4 days here.... 2 years ago. It gets difficult.
