They were personal decisions, made with the freedoms that you and we have, but they come with consequences both for those who use their body for art, or graffiti, or the 'murder' guy. It's not up to the public purse to compensate for those consequences.

The people who run tattoo removal businesses here are run off their feet. It's so lucrative and so badly regulated that anyone can buy a machine and go at it. Hospitals and plastic surgeons get that blowback.

Well, the first two guys look like they got tatted in prison: the tats are a little rough on the edges and no colors. So count boredom as another reason.

Street credential/ resume is another reason: the tear that two of these guys have near the corner of the eye means they murdered someone.

Gang affiliation is another reason.

Who knows, and who cares. I came across one possible reason (at least some of the time). I was relaxing on the beach in Hawaii for a couple of weeks. Swim for a half hour, read a junk novel under a palm tree for an hour, swim for half an hour, repeat all day long. One junk novel that I read was called "Tapping the Source." Finally in this book,when the young main character gets so disgusted with himself over depravity, drugs, booze, etc., he stops in at a tattoo parlor, and in confirmation and recognition of the worthless path his life is on he gets "Harley F#@cking Davidson" tattoed on his body.

grandfather was a gangster , he had his whole body tattooed with a naked woman on his arm , full frontal ..

Course he was old when I knew him and it was just a nasty blob of ink with dried up wrinkles.

That's what these people are going to look like when old.

Plus it's ink in Yer body.

Tattoos always disgusted me.

Tatoos really don't do anything for me either.
What is with all these Sportsmen and singers etc getting tatted all over?
A discreet tat somewhere that only your wife/husband will see.....maybe.

I would think it's different in each case:
1: pathological need for validation through fame
2: features suggest genetic damage and intellectual disability leading to poor judgment and lifestyle choices
3: hard time and street cred
4: dumbass looking for endorsement dollars
5: I'm going with personality disorder
6: entertainer and world-record seeker for whom it is part of his schtick
7: see #3, but I suspect he's a little less committed...
