While watching the news coverage about recent mass shooting, I wondered about the large variety of armed responders. Consider the recent Navy Yard event. There were armed people with vests on from at least half a dozen agencies. Metro PD, Federal Protective Service, security contactors, military people. Lot of people with black T shirts with agency names printed on the back. FBI folks in brightly labeled windbreakers. There was even one guy in shorts and a hawaiian shirt wearing a black tactical vest.

How the heck do they know who is who? How do they know who belongs and who doesn't?

Consider the ability to look like a good guy with a gun.

You raise an excellent issue. What if a group of terrorists was really thinking outside the box and dressed, equipped and trained to look like a SWAT team. No need to plan an attack; just wait for the amateurs to start one and then respond. Let's hope the verybigs have also thought this one thru.
