The NSA in the United States is part of an intelligence sharing network called "Five Eyes".
Other members of this network are G.C.H.Q. in Great Britain and similar agencies in Canada, Australia and New Zealand.

From the New York Times, June 22, 2013, page A3.

'Tis so, and a cabinet minister lost his job over it recently, or something like that. It all blew up while I was on holiday in Aus so I didn't quite get the build up.

GCHQ at Cheltenham are, by reputation, the biggest and most ......'efficient'...... of the eyes. GB is an observed society, and probably with some reason.

Welcome to the club gentlemen.

The article suggested the British give GCHQ a much longer leash than we do in the US. Is it possible the "Tight Little Island " is more intrusive than "The Evil Empire"?

It would seem that GCHQ can track who is communicating with who, but can only read the contents of the message if the Secretary of State signs a certificate giving permission.
It is all controlled by this Act http://www.legislation.gov.uk/ukpga/2000/23/contents
And monitored by this body http://surveillancecommissioners.independent.gov.uk/
who publish annual reports http://surveillancecommissioners.independent.gov.uk/about_annual.html

No link to the NYT piece?

You gotta' put up with my handicaps, mate. I'm on a dial-up connection and rooting around on the web takes a lot of time. I paid US$2.50 for a copy of said newspaper and my search was expeditius.
Google the headline,"leaker charged with violating espionage act"
