One of my senators, Saxby Chambliss said that because the military recruits a lot of 17-23 years olds hormones are to blame for the rash of sexual assaults among service members.
Not a reduction in recruiting standards, not a climate of "looking the other way" by senior members.

Well, in the absence of rigorous recruiting standards and effective, competent leadership, undisciplined and unleashed hormonal urges probably are the cause..... :)

Chambliss was born November 10, 1943 -- he's only 69, but maybe the declining levels of brain function are a little precocious with him?
