Maybe he's Halloweeney?

Somehow the gentleman doesn't appear to be wheel chair assisted, does he.

It seems more likely that he is costumed to attend the hawg-stranglers' cotillion.
It's unlikely that the Arney Zipper gun is real since the back blast would blow the operator right off his mount. If his port side gun is actual, ear protection would be a good idea. The twin-10/22 pepper mill "Gatling Gun" might be a better choice for popping wood chucks.

If he is over-compensating because he doesn't believe in playing the game in the uniform he was issued he should seek a companion who shares his idea of fun, and doesn't sweat the small stuff.

Man Told His All-Terrain Wheelchair Canít Be Used as It Resembles a Tank

Jim Starr's wheelchair may be able to transport him across snow, sand and surf (and probably even the surface of the moon), but he won't be wheelin' it on British roads any longer because it's been classed as a tank.

The Driver and Vehicle Licensing Agency told the 36-year-old, who uses wheelchairs because of arthritis, neurological issues and back and joint problems, that it's due to his wheelchair resembling more of a tank than a chair. At 107cm wide and 220kg in weight, it's well over the maximum for wheelchairs, which is apparently just 85cm in width and 125kg.

Even though it runs 100km/hr slower than fellow Brit Colin's pimped mobility scooter, the DVLA has told him he can only use it on private land. At a cost of $24,000, that's one helluva pricey toy to hoon around on in his backyard. [The Mercury]

Same vet. referred to in #13 has an ATV with floatation tires he uses to get to the beach. Even has an anchor, he just slides of and swims about, reboards, up anchors and drives away.

Shame about the ruling but it doesn't fit the designed facilities in place for wheelchairs. The weight alone could be a problem.

I've never been on pheasant hunt where the birds weren't eaten, have you? Actually, I'm struggling to think of any hunt that I have been on where the game taken was not eaten. I guess I have shot a few coyotes at my neighbor's cattle farm at her request after her husband died that I did not eat, I think that's about it. . .

You're probably right about the wheel-guns being photoshopped..
For one thing, where the heck would someone get one of these? And surely the gag wouldn't be funny enough to tempt someone to mock up a full scale model gun.
It appears to be photoshopped, but I haven't been able to find the gun image on the interwebs.
