Purposeless? Looks like a fairly standard (old fashioned even) single shell with some strange riggers? Maybe combo rigger/backrest?

I think that's a pretty common carbon fiber outrigger.

With all due respect, that's about the most purposeful boat around: nothing there that doesn't add to speed.

Look they even took away stability!

I row *sensible* boats. Friends who row those things I tell it's like you're sitting on a pencil
